It depends because having no credit history will mean your credit score sucks. If you have "bad" in that a couple of missed payments it will be low, but not necessarily lower than the guy with none. If you've got a bunch of delinquent accounts and bankruptcy that's gonna be the worst.
Personally when I came to the US a year ago I had no credit history at all and couldn't qualify for a f**king thing. I know that the average joe with a couple of late payments would have been able to get something easier than me, but it really depends how you define bad - since the credit score is a major part of qualifying for credit.
