Are store allowed to limit you to a minum? For example, You want to buy lunch on your debit card but the total came to 3.25 and the lady behind the counter says there is a $5 minium and chargers your card $5! Some people tell you that stores are NOT allowed to do this. According to visa/mastercard if stores want to use their service then they cannot offer a minium payment. Other people say its up to the store. Anybody know??

I thought they are alllowed to establish a minimum but they can only refuse to accept your card , instead of saying they will charge you up to 5 dollars. Then again there are places that charge you extra for transactions that are below a certain amount.

Got a link? I've never seen this printed in any merchant manuals.
