Credit card wanted

For a shopaholic wife. The idea is to transfer a set amount into a debit card, or be able to set the credit limit on a credit card. Is there such an animal?

Why doesn't she just make a new checking account with a credit debit card on it?

There are those prepaid, reloadable "gift" debit cards you can buy that only allow charges up to the amount it's loaded with.
