Do credit card companies check your credit card history before sending you an offer for cc? I have grate credit history and I have been getting some great offers but some offers with like apr 21%. Why would any credit card company send a 21% offer that a great credit history if they want you to apply for it?
 
Yes they do.

I get all sorts of offers.

Bad offers - Capital One, let us screw you over (again).
Decent offers - Chase 0% for 12 months, no annual fee, etc.
Not a chance offers - $100k business lines of credit

how many people do you know that don't carry any balance on there credit card and have very good credit history?
