Creative or just plain kooky cooling solution?

I have been considering a peltier cooler for some time now but have continually hesitated because of the condensation and heat dispersion issues.

But what I was wondering is if I cut a large hole on the top of my case and install a large powerfull peltier (or maybe multiple ones with a massive heatsink and fan pointing upward, and have the cooler side blow cold air down into my PC would it significantly improve temperatures in my case? What about just replace my exhaust fans with peltiers and having cold air blow onto my procesor?

My ambient temperatures right now suck, It occasionally gets up to 83 degrees in my room because or the terrible air circulation and lack of AC. I'm pretty confident having a large amount of cold air in my PC will improve CPU temperatures at least a few degrees C, and I can avoid all the usual problems associated with peltier processor cooling if I keep the hot end of the peltier outside of my case. Also, because the peltiers can be outfitted with giant heatsinks, I might not have to have actively cool them, redusing noise (although the inside of the PC will still have fans in it. I'm almost considering insulating this whole case and attaching peltiers everywhere. I know this solution is not quite as effective as having a peltier right on top of your cpu, but its a lot less risky, and a lot less expensive. I also get colder RAM, motherboard, and video card temperatures.

Suggestions and opinions would be greatly appreciated.
 
I thought I remember reading articles that said Peltier cooling, at least whats been created so far for PCs is basically crap and that it doesn't work like it should. Its not necessarily totally worthless, I believe the results were that it cooled about as well as normal air cooling, but since its usually considerably more expensive and kinda more complicated that they said it just wasn't worth it.

I could most definitely be wrong.
