Creative Modemblaster External SLOW in Windows 98!

Hi, I have an external DE5625 Creative ModemBlaster running under Windows 98. My problem is that it only connects at about 38,000 bps. My other crappy internal gvc winmodem used to connect at around 48,000 on the same phone line. Since line quality is not the problem, what could this be?

I installed the most recent driver and it still has the same slow speed. I know my serial port is the proper UART, so that can't be it.

Did anyone have the same problem, if so, how did you fix it?

I'm going to upgrade to Windows XP in a couple days and I'm hoping it has a built in driver that will fix my problem, but until then I hope someone can help me.
