Creating subscription based sites..

I've gotten asked this question a few times here, and haven't been really be able to think of a good solution.

So for a very basic site that won't support user created accounts, would there be a way to set up a system to allow people to pay for it through Paypal and allow them to view the sites? The only way I can really think of is change the link to the site on a weekly basis maybe..then when people sign up, add them to a mailing list, and while they're on the list they would receive an e-mail weekly notifying of new link changes.

Would there be another way to try something like this?

I'd require them to create a user and password and when the subscription is up, reset their password.

How the hell are you supposed to keep track of who's paid and who hasn't without usernames?
