Creating Photo Album on CD

It's the end of the school year and we want to compile a "photo CD". Photos have already been sorted into broad categories like "Arts & Crafts", "Math", "Play Time", etc. etc.

I'm thinking of making a html album, burn it onto a CD, and give to the kids and their parents.

First, is this the best way to put photos on to the CD, other than just putting the jpeg files into directories on the CD?

and second, are there are good (preferably freeware) utils that can generate this album for me?

Ifranview will make and burn a self executing photo cd. It's an excellant freeware application.
