Creating icons

I recently made a shortcut on my desktop leading to a internet site, but the shortcut has a dull looking generic white display.
Whenever I make my own icon (from scratch) and change the look of the new icon, it is only a matter of time until it reverts back to the Generic look. I thought of changing the icon to read only - but don't know how- can someone please advise.

It really shouldn't revert back like that. You can highlight the icon and then hit alt-enter to get into the properties to change it to read only. At least this is how I do it on win7.
 
Thanks for responding - somewhere I did read that this should be done, but no one clarifies how to accomplish this from the very start. Could you provide the steps in how to change the icon/shortcut to read only?
I don't know if this is relevant to mention but the icon was created from the web page's address bar (using the drag'n'drop technique) - and that I am using Win 8.1.
