Creating a shortcut to a folder

I want to open a folder with a shortcut key. I know how to do it, but it only works if the shortcut is on the desktop. Is it possible to put the shortcut somewhere else?
 
Have you tried right clicking on the desktop shortcut and using the SEND TO function? You can also drag and drop it on the Start Menu or the Q/L area, then delete it from the desktop.
 
Not so. I just did it. You can put the desktop shortcut anywhere you like.
