Creating a Shortcut for the "Play Control"

WinXP usually puts a Speaker Icon in the taskbar that allows me to get to the Play Control (specific volume adjustments). But lately, for some reason, it is not putting the speaker in the taskbar. I've went into the Sound Control Panel and made sure that the "Show sound in taskbar" option was checked, but still no go.

SO I want to just make a Shortcut on my desktop to get to the Play Control. Can someone tell me how I can do this, because I cannot figure it out.
