Creating a Domain-Wide "Safe-Sender" Entry

Good day all,

My company uses our ISP to do our "E-Marketing" for us. When they send out the monthly newsletters to our client-list, we also have them send each of us employees a copy as well.

An issue popped up today where the newsletter was delivered to one of the "Big-wig's" "Junk E-Mail" folder instead of his inbox (in Outlook 2003).
So the marketing directory flipped-out and is now wanting to see if we can find a way to prevent this from happening in the future.

I know that Outlook has it's "Safe-Senders" list that each user can create and manipulate by themselves, but I'd like to add a single entry to each users' "Safe-Senders" list in my domain.
Does anyone know if this can be done?

My apologies.

Yes, we're running Exchange 2003 SP 2.

Exchange 2003 does not allow you to do this, only Exchange 2007.

Do you have any links that describe the process? Do Outlook clients needs to be 2007 or does 2003 work too?
