Creating a custom policy to lock an app

Is there a way to create some sort of policy to lock certain applications from users in win2k. For instance if i didn't want the user to disable the firewall or antivirus on their computer...

Not that I know of, although some programs won't allow themselves to be disabled if the user is of a Limited class account. You might want to try that, although it is dependant on the specific application's nature.
