Is there an easy way to create a 2nd enable password with privilege level 15 on a cisco router?

Typically, you won't use an enable secret and will just create usernames with priv 15 and assign "login local" on your console and vty and aux ports.

if you want additional security, implement RADIUS or TACACS+ authentication. if username/passwords aren't enough, you need multi-factor authentication.
