Create thumbnails of photos?

Is there a program that can do batch thumbnail creation? By that, i mean it can create thumbnails from a group of pictures without having to resize each one. I'm trying to do a picture page for a website and i was wondering the most efficient way to do it.
 
irfaview.com is simply the best pic viewer in the universe. It's small and tight and fast start-up. Go to thumbnails view and select all the images and save as individual images.
 
If you have access to a webserver that supports PHP 4.3.2+ and file uploads, I've got a PHP script that resizes, resamples and sharpens images in one action.
 
Windows Explorer will also do it - it is built in. Just select View, Thumbnails.

Unless I'm mistaken, windows doesn't generate thumbnail files, rather caches a thumbnail of media files into a system db file (thumbs.db) that would be unusabe for his purpose (a webpage).
