Create a default background thats changeable

I want to create a default background with Group Policy that the user can change. Basically like the default xp mountains is there anyway to do this?
 
I'm not sure how you would do it in group policy. Off the top of my head I don't think it would be possible, not really a target use for GP, though im not 100% sure and someone may know a way. The only way i can think of is create a user profile, set that as the background, then copy that profile into default user so any new users logging on the machine all get the mountain background. Any more than a few users to do this on would be quite tedious.
 
tbh, this just seems like too much work. if your users are going to change out the desktop background anyway why even bother with it? I could see you setting a desktop background in which the users were NOT able to change it. that would have some purpose, but for a setup in which they can, i wouldn't put much effort into it.
