so far I've found them to have the lowest prices for the FOP32-1 and the Arctic Silver I want to buy.

Astak.com here is selling the FOP32-1 for $15. The shipping for just one is kind of pricey, but doesn't seem to go up very fast as you add more items. The store has a pretty good rating in Reseller.com. I will be purchasing CPUs/Heatsinks/Fans w/in 2 weeks and am seriously considering them, but at this time have not dealt with them personally.
 
i've bought my stuff from Astak for years, they're one of the closest and only OEM shops we have here. i was shopping with them even before they did mail-order, and their service has always been excellent.
