Crazy problem with hard drive

Ok guys, I'm having a problem too difficult for me to solve w/o extra parts. I bought my WD 200JB drive about 2 years ago, worked fine up until 4-5 months ago. When I would restart my computer, my hdd would randomly restart itself either during the windows load screen or once it got to windows and would lock up the computer. By restart I mean making the click-shhhh sound the hard drive makes when you first turn on the computer. At first I thought it was loose connectors to the hard drive and it wasn't. So I opened up my power supply and found that some capacitors were blown so I thought ok, the psu isn't giving a steady amount of power causing my hdd to restart. So I got the psu replaced and the problem was gone. Until about a month ago. Same thing happens again, I ran a full diagnostic scan on the hard drive, no problems. Does anyone have ANY idea what could be the problem?
 
no, I don't have the un-do stuff to remove the seal so it doesn't void the warranty, I had that done at work. I don't see why the psu would leak a second time if it's a totally different one. They were both Antec TreuPower 430w
