The Arab states were calling for the destruction of Israel and made numerous attempts. Not only did Israel repeal these attacks, it would dutifully agree to cease-fires when the Arabs went begging to the UN to stop Israel.
The Arabs only understand force. Just ask em'.
They didn't negotiate with the palestininians when they tried to destroy Jordan and Lebanon. Syria didn't negotiate with the muslim brotherhood (hamas) during the hama massacre, nor did egypt in the the 80s and 90s.
