The cop's name is James Boyd, and when I met him back in 2001 he was running a gaming center in O'Fallon, IL which is basically a St. Louis suburb. He was also a cop, at the time, in East St. Louis. He's been shot multiple times on multiple occasions. He's a crazy dude, not in a good way, and is very thuggish. He completely lied to bait me into a website development and hosting contract and then put us over a barrel and threatened to kill myself and some of my partners if we pursued legal action.
He's been in trouble as a cop multiple times, and even caused a federal lawsuit because he shot over some man's head (during a traffic stop). Dude's not afraid to make threats and use his weapons.

Cop repeatedly shocks handcuffed man with Taser after arrest at Washington Park strip club
Surveillance from the Washington Park, IL, Police holding area shows the encounter after Yancy Carden's date night with his wife ended badly over a $200 bar bill at a strip club. A police officer on April 11 repeatedly used a Taser on Carden while he was handcuffed at the police station. Carden sued in federal court and was awarded a settlement for an undisclosed amount.
