Crazy ATI All-In-Wonder 9600 video issues

I've had an ATI All-In-Wonder video card for quite a while now, rarely use any of the All-In-Wonder features.

I use the dual monitor outputs, however, to drive 2 Dell 19" LCD displays. A while ago, not sure what triggered it because I don't do it very often, I found I had a problem playing back DVDs with WinDVD. I would get just a blank image. I tried installing the ATI DVD playback software I had, and got the same problem. I installed a version of PowerDVD I had here, and DVD playback actually worked if I dragged the window to the secondary display, but not the primary. For what I needed though, that was fine. I just lived with it.

Occassionally I will have other odd video issues where certain videos will play on one display and not the other, but in general, Windows Media Player (MPG, AVI, etc) works fine on both displays.

I purchased a Logitech webcam the other day, and sure enough I'm having more video related problems. The webcam works fine using the Logitech software to view it, but when I initiate a video chat using AIM Triton, I can't see myself nor the other person. Sometimes if I click the window, I'll get a freeze-frame display of the person I'm trying to communicate with. This happens on either of my monitors.

I completely uninstalled all ATI related software, ran their cleanup utility, uninstalled anything I had video related, uninstalled all DVD playback software, DIVX/XVID codecs, and I reinstalled MediaPlayer 10. I downloaded & installed the latest ATI driver for my card, and I get the exact same issue.

I pulled the card out and threw in a cheap nVidia 5200 card, and the webcam/AIM works absolutely fine. The card doesn't have dual outputs that I can use, so I can't test that, but I have no reason to believe my other problems won't go away as well.

I can't imagine this is some sort of hardware problem with the ATI card, but I don't know what else to consider software-wise.

Anyone have any ideas??
