But you do have proof. They left a note about not parking "in front of their property." Thats a clear indication of location.

it's not a college neighborhood at all, it's actually pretty nice. It's in Northern VA and the houses probably go for 600-800k. The couple doing the antics are an older Asian couple who are known to be crazy.

Step 1: Appropriate pellet/BB gun if you don't own one already.
Step 2: Setup in your GF's window like the webcam you were going to put up
Step 3: Wait for crazy neighbor to try to glue your car again
Step 4: Shoot crazy neighbor in the Arse with the pellet/BB gun.
Step 5: Laugh and Repeat :p

I would call the cops, and if they could not stop the situation and get him to pay for all repairs, I would then take matters in my own hands. I would start by leaving a note on his door that says. I know where you live. I would then escalate to leaving a gas can and shotgun shell outside his door. Finally, I would burn his house down.

Buy everything in cash, always wear gloves and use newspaper letter clippings. Wait at least one year to get revenge.

You're doing the right thing by keeping your cool. Call the cops and show them the car or at least pictures of what happened. Explain the situation in detail. I can almost guarantee they will pay the house a visit. If nothing else, it might help "persuade" those idiots that you mean business. You're also doing the right thing by trying to gather additional evidence. A videotape or webcam recording could prove to be priceless.
