Crash course in camcorders needed

My daughter is going to France next week and I promised her a camcorder (a long time ago). Its down to crunch time and I've done nothing. I'm leery of relying on Best Buy or Circuit City for an education on these.

What I'm looking for:

1) Good quality but not super expensive. Something that will last a few years at least, but don't need all the bells and whistles.

2) Ability to charge it in France-special adapter needed?

3) She claims not to be interested in a still digital camera (we have a Canon A70).

4) What accessories (extra batteries, etc) and formats should I be looking at as well?
 
You should get a MiniDV. ( I prefer sony )
As far as charging goes, you'll probably need one of those power inverters or something. (check bestbuy althought htey'll rape you through the ass)

Not inverter, Adaptor.
Most overseas power is 220v 50hz.
Radio shack sells adaptor kits for overseas travel.

I would not consider anything but the DV format
