A ghetto area from an old city I abandoned a few years ago

Via taxation, I separated out a small city, then named "Bootstrap." It was zoned exclusively with low-income residential and commercial service. Crime was initially an issue - a federal prison effectively eliminated the prisoner retention problem, at the cost of increasing crime a bit more due to its negative effect radius, though plenty of police departments dealt with that rather well. In addition, it had excellent health care, a complete education system, and my standard transit system grid.
It was the most darned pleasant ghetto around. 😀
