Crackdown help needed

On the Vok section. The boss is inside a multi-story building with glass windows that can not be broke and there are these things with red exclamation marks that pop up, how do I beat this guy?

To answer your question: Shoot the red exclamation marks with rockets and it'll get the boss out on the roof

shoot the glass with the rocket launchers, on the bottom floor.

Across from the boss there are these constructions sites. There are these control panels with red exclamation points on them. Shoot those out. Each one you shoot out blows up a floor in the boss's building and makes him move one floor up. Shoot them all and the boss goes up to the top floor. From there he is exposed, so just jump over to his building and nade spam/machine gun him and it should be cake.
