Crackdown 2 Skill Levels

Ok, for those of you that have played Crackdown 2, you know that your skill progress is marked by the progress of a bar around a hexagon. Yesterday, I leveled my physical skill to Level 5 and the announcer said something like "your physical abilities are now at their peak". Likewise I was told I'm "nearly at my peak" for my Level 4 skills.

How are my skills peaked at Level 5 when the progress bar is a HEXagon? It isn't even like the bar stops filling up after the 5th corner dot... it certainly looks like I'm well on my way to a Level 6.

What's up with that?

Just like the first one, the bar will keep filling during the last level but will stay filled and not roll over to level 6. There might be achievements for filling it up ALL the way.

I agree--it's an confusing and unfortunate design flaw with Crackdown 2s UI. Additionally the colors across it are ugly as hell.
Oh well, it doesnt really matters. It's not like it directly effects gameplay, but it another things about C2 that annoys me.

Update: I got my Physical skill up to "Level 6" only to find there is no Level 6. It is just Level 5 with 100% progress on top of that.

That makes me wonder... why not just use a PENTagon to represent progress through five levels, instead of a HEXagon??? It isn't like anyone forced them to use a six-sided shape.
