cpuz showing 230x5, but bios says 2300 or 230x10

just replaced a defective msi neo-4 with another one, its paired with a 3200 venice. Cpu-z shows me running at 230x5 for 1150mhz with a vcore of 1.04, while bios shows me running at 2300 mhz and a vcore of 1.45. Why am I getting different readings, and what should I look for to figure this out? Already reinstalled mobo drivers, and this is on a fresh install of windows as well.

Did I damage my cpu somehow when I took it out of the last system, or is this some other issue?

No need to disable it - C&Q will switch it back to x10 when there actually is demand.

To disable CnQ for testing, just change your setting under power management from "Minimal" to any one of the others.

cool and quiet is disabled, its still showing as described?

edit: something must be wrong with the mobo, I put the old one back in and it shows normal, runs super pi twice as fast, and has the proper 3dmark score.
