CpuCool or similar for an IBM Thinkpad laptop?

I hate the noise made by the cooling fan in my IBM ThinkPad laptop. None of the usual (Rain, CPUCool, WinIdle) utilities made it shut up. They seemed to make no effect at all.

Is there a program to cool my CPU using the Halt instruction or something like that on this computer, under Windows ME?

edit: or rainfall, waterfall..something like that, pretty old one.
