MSINFO32 Only shows one processor

In Device Manager under processosrs is just says AMD Athlon 64 X2 Dual Core Processor 4200+, there is no mention of an ACPI Multicore processor only ACPI Uniprocessor PC

Sounds like a problem. Did you re-install windows at some point? It sounds like it installed the UniProcessor HAL, which doesn't support multiple cores.
