CPU-z reports speed properly

My quad is running well and very stable at 3200. I've got it set to 400x8

When I look at CPU-z, it reports things just as I have them set. Yet for some reason, other programs see this as a 3.6G machine which it isn't. Windows Device Manager for one.

It reports:

Intel(R) Core(TM)2 Quad CPU
Q6600 @ 2.4GHz
3.6GHz, 2.00MB of RAM
Physical Address Extension

(What does that last line mean?)

I was also using another program yesterday that reported a 3.6GHz CPU as well. I think it could have been Prime95. So why are these programs getting wrong info? Especially the operating system!

When I ran it at 333x9 the OS properly reported the speed as 3.01GHz but it sure is wrong now.

Your fortunate that cpu-z works well with your board. I've tried other programs and some aren't even close. You have to understand that these programs can't possibly work perfectly with all of the hundreds of different boards, all with different bios programs.

It's actually just because you aren't using the stock multiplier. If you run it at 9x356, they'll all report the correct speed. For whatever reason (laziness, maybe?), all software besides CPU-Z uses the current FSB speed x the stock multiplier, to determine CPU speed.
