CPU won't run at rated speed

I've bought a 1.4GHz Athlon Thunderbird (266FSB), but it refuses to run at 1.4/266, the most I can get it to is 1.3/200. In fact, if I try and run the CPU at any speed with the FSB at 266 it won't work. However, I can get most any speed to work with 200FSB. I would think if my CPU was a 1.4/200, it would detect that, but it doesn't.

Another thing is that my CPU has been running extremely hot (125F when doing a Disk Cleanup search), even with a FOP38 cooling it. Any ideas?

Specs:
KT7A-RAID (latest "64" BIOS)
1gb PC133 RAM
Win2k w/latest service pack
(see my sig for more)

This has really been annoying me, since I can't figure it out for anything.

knowing the markings on the chip itself can tell if the chip is actually supposed to run at 266 mhz bus or only 200. don't want to pop off the heatsink and check?
