cpu voltages. are these safe?

ok i have 2 questions.

ive got my p4 2.26 running at exactly 3ghz pretty much stable albeit with un-usuable cooling at the moment just to check how high it will go.
(retail cooler with fan heater and ducting to suck air form outside and blow onto cpu fan)

firstly, which is the correct voltage to take as cpu volts?? bios screen, mbm5 etc
secondly the bios reads voltage as 1.73 and mbm5 reads around 1.76 with no load. are either of these voltages safe to run at?

Those voltages are a bit high. Most people agree that 1.7v as read by MBM (or Asus Probe if you've got an Asus board) are about as high as you should go. A few OCers here have ruined their chips by running them at 1.8v and 1.76 is getting pretty close.
