CPU voltage / heat & APM on budget board

Hello -
I'm running the AMD FX 4300 on an ASRock 960GC-GS FX.

In the default state, APM is active and voltage for the CPU is 1.275.

Under certain conditions, such as a long video encode, the CPU will generate quite a bit
of heat and after an hour the top of the case feels warm as the heat has risen.
Although much heat was created the machine has not crashed and I believe the temps
to be within tolerance since when I touched the side of the heat sink, it was not so hot that I
had to immediatly pull my finger away.

I experimented with lowering the CPU voltage to 1.250 and 1.225. The BIOS warns that
when this is done APM is disabled. Running the system under a similar load seems to
result in a cooler system, I don't feel the whole PC warming up as before.

I don't fully understand what APM does when it's active, so I'm unable to judge the full
impact of it being disabled if In lower the CPU voltage.

Appreciate any insights.
