cpu vCore not chaning

i tried to set it up to 1.375 but cpuz reads it at 3.175(default for my board). i have an e6400 @ 3.0ghz but i am having troubles going higher(heat and voltage) is there anything else i should have set? my ram is using a 2.0 ratio and im using the 8x multiplier also my heat issues dont seem to be going away even after applying new paste onto the cpu and reseating the heatsink
