CPU Usage

Hi, I got a question. I got an Athlon64 2800 but the cpu usage is messed up. I always see my cpu usage between 5% and 35% in Windows task manager. There are exactly 14 things running in the process list right now with IE and steam. I even used ad-aware and Search&Destroy to scan for stuff. There were some small things and I removed them. It didn't help. I even ran Norton antivirus 2002. There were no viruses so that didn't help. I even turned everything off that I could(Had 12 things running in the process list at that time). That didn't help either. I even looked around on google for something that would be helpful but I couldn't find anything on google. WHAT is wrong? Is it normal for my cpu to have that much usage with almost nothing on? Someone help me.
 
No, the CPU usage should sink to close to zero on inactivity.

What does the process list with the CPU details say?
 
5% yes, 35% maybe....you might want to check your drivers nad windows updates....I had a friend that was having a simmilar problem, it was his video card drivers conficting with windows, a quick windows update and reinstall of the video drivers fixed the problem.

edit: if forgot do you have widnows indexing on? that can use alot of CPU power at times.

Windows indexing is set to manual right now. I just checked.
 
I would turn off windows indexing service right now and see if that helps...be warned if you alot of files on your system it could take awhile to disable.
