CPU usage reported in task manager seems to be off.

I am running Windows XP Professional SP2, and my CPU usage is always showing around 30-40% in the Task Manager even though my System Idle Process if usually around 97%. I searched google and could not find anyone with the same problem. Has this happened to anyone else?

I've ran adaware, and AVG, and tauscan, and none of them come up with anything.
