CPU usage is always above 50% when idle.

i just built this computer today and it works perfect...except that the [thread title].

NEW
antec sonata II with included 450W PSU
AMD64 939 venice 3200+ (2ghz)
nvidia geforce 6800 GS OC

OLD
geil 1 gig pc3200
nec 3550 dvd burner
ghetto AT&T wireless card
maxtor 40 gig - OS
seagate 120 gig - storage
soundblaster audigy 2 value

RMA (so probably a refurb)
epox 9nda3J mobo (nforce3)

i have the latest BIOS, the latest chipset drivers, the latest nvidia drivers. i ran 3DMark06 and the graphics test ran okay while the CPU tests lagged a lot. i played WC3 and i have a little bit of stuttering and i am almost positive this is because of the processor.

at the moment, i'm thinking i should buy a new motherboard.

nothing is taking the 50%. that's the problem. it was slow installing windows XP too. i'm thinking the motherboard is screwing up somehow.

Um, how about that CPU usage task list? Hit ctrl-alt-delete, go to processes, and sort by CPU usage, descending. The usage has to add up to 100%, anyway, or something is very very wrong.

This always happens - I only get like 3 to 5 fps on those tests and I have a 3GHz Opteron.

Where are you reading the CPU usage from?
