CPU Usage idles at 50%

I have MemTurbo and it states my CPU is constantaly running at 40-60% even with everything in task manager closed. I have a Athlon T-Bird 1.3ghz and 256mb Crucial Cl2 pc 133 ram. Certain software lags due to this fact. A friend of mine has told me to get two software programs known as Kernel Tools and or Power Tools either of which i can find. If someone has had a related problem or knows what i can do i would greatly appreciate it.

Yeah, I have that too on a machine I haven't put on the web yet (so I can't download anything). I searched usenet for &quot;high cpu idle win98se&quot; (or <your os goes here>) and came up with some stuff that says anything from disable power management (didn't work) to the monitoring tools suck and it's a bogus result. Good Luck.
