CPU usage at 100% in quicken

My freind has an older model hp p3 or celeron, Not sure which, but when he uses quicken 2003 his CPU usage will jump up to about 100% for a couple minutes and freeze up his whole machine during that time, This happens the most when he is switching to other sections in quicken, such as from his account information to another section like taxes. His Quicken data file is roughly 28mb and contains tons of data. The weird thing is that this just recently started happening. He was able to use quicken normally for the past couple of weeks. I recently did a clean install of windows xp pro on his machine. It has about 256 mb ram in it, and the only other programs installed on the machine are office xp, and norton antivirus 2003.

Any ideas?
