CPU Throttling in Vista

Is anyone seeing CPU throttling with Vista? My CPU runs as if CnQ is enabled, regardless of whether it is or not (I'm running the latest available CPU driver from AMD as of this morning, but the throttling was happening before and after).

Basically, if my CPU isn't under load, Vista drops the multi to 6x from 13x, but if I do anything CPU intensive (say..Seti), the CPU goes back up to 2.6GHz, where it should be.

I'm running the Always On power profile as well. I'm at a loss here.
 
No way to disable C&Q in your BIOS? My mobo has that option.
 
I never turn CnQ on in the bios. It's always off (note that I said My CPU runs as if CnQ is enabled, regardless of whether it is or not).
 
I wouldn't find it a good thing. If I don't want CnQ to run, then the OS shouldn't force throttling.
 
They have the newsgroups, but I've already parsed through there with no results. Also, I've found that in the past, the newgroups end up being a worthless collection of information that's not helpful.
