CPU throttles and temps shoot up!!!

WHen I am away from comp for 5 or 15 minutes I come and its throttling as soon as I move mouse it goes to 0 percent CPU usage. SpeedStep and turbo are disabled.... any help would be greatful.
 
It's probably Windows running some maintenance task in the background. Just let it do its thing.
