CPU thottle problem

I have a laptop. Its a Uniwill 258kao custom-built by mwave.com. It has an A64 3400+ mobile CPU, 1 GB Ram, and Radion 9700 mobility graphics.

It has a problem where the CPU only runs at 800MHz rather than the full 2200MHz. It does this hooked up to the power supply, with the "power setting" on "always on". It runs at 800MHz no matter what I am doing with the computer, i.e. when trying to play a game the frame rate is horrendous.

I have tried reinstalling the AMD drivers. I have tried running programs like RMclock and Speedswitch XP. These work for a few minutes (giving me all kinds of sound problems in the meantime), then the speed goes back down to 800MHz.

Please someone help me with this POS.
 
Have you installed the latest chipset drivers for the motherboard?

I would uninstall the AMD CPU drivers, uninstall chipset drivers. Reboot. Install latest of each. Reboot. Check it then
 
what is a 'chipset driver'? Neither the Uniwill website nor the SiS site have any drivers called "chipset"...
 
Check that speedstep is enabled in the bios, then use speedswitch, or just change it in power properties. make sure your drivers are up to date as previously mentioned.
