CPU temperatures too high???

ok i just built my first computer...im running a 3.0 p4 fsb800 and a stock heatsink and fan....well i was putting on the thermal paste yesterday...and used all the contents..it was pretty thick...after reading that it was supposed to be a really thin layer...i opened it up and reapplyed it...but it was kinda sticky a a lil dry so putting it on was a lil hard...now its really thin...so i started it up...and checked the temps...it starts at 45C then went up to about 47C in about 2 mins...i didnt know if this was normal so i shut off my comp before any damage could occer if not already....are these temps normal?
 
My P4 runs in the 50's so I'd say its not that bad... what board are you using? It should have a thermal warning that will cut power at 70c or so... so dont worry if you have that enabled you should be safe...

Did you remove that black pad thing on the stock heatsink before applying the grease?
 
is it true that most or all abit boards read temperature 5-10 degrees hotter than the actual cpu temp? in bios that is...if so...then theoretically..im really running 35-40c correct?

No. Some read on down side, some on up, there is no rule. You can say they are all inaccurate. The same goes for Giga-Byte, Asus etc.
Don't believe eveything you see. The inaccuracy goes even up to 15C.
My NF7 says 33-35C and for the same CPU my KD7 says 46-49C. I can only shrug.
