CPU Temperature

My other computer has an Athlon XP 2000+ processor. Initially, it was idling at 60Celcius. I already removed the HSF and cleaned the dust off it, then applied some Arctic Silver 5 onto the CPU and heatsink.

However, now when I first turn it on, it starts out at 38Celcius, but steadily climbs (with NO programs running, to my knowledge) up to 52Celcius. It seems to peak out there, even when I start running a program it doesn't increase.

What could be causing it to increase nearly 15Celcius from initial boot-up, when not under load? Is this normal? If not, any suggestions?
 
a.) You used too much paste
b.) You need a better fan, cuurent one is not able to wick heat off fast enough
c.) Look under running processes to see if idle is at ~99% (normal) and that nothing is using too much CPU - like a virus
d.) 52 aint bad, and is 8 deg. better than before
e.) Buy a thermalright X-90Cu
