This information is extracted from ancillary monitoring hardware integrated into your system BIOS, a watchguard if you will.

If you need to monitor this from your running operating system such as Windows you can install software provided by your motherboard manufacturer or use a third party software like motherboard monitor.
 
It's usually under "Health" ("blabla Health blabla") in the BIOS

Your motherboard CD may also include a monitor program like FoxyProxy said.
 
Awesome! Found it under "Power" then "Hardware Monitor".

The MB is 30C (86F), and the CPU is 36C (96.5F).

Are these OK? Or should they be lower? The process is a Pentium4 2.6GHz.
