CPU Temperature Reading Inaccurate

I've just installed an AMD 3400+ 754 on a DFI NF3 m/board. The thermal paste I added may not be burned in yet. On cold boot after overnight off the Bios reports the following temperatures:

CPU 46
SYS 25
SYS 26

It seems to me that unless the CPU heats up very quickly during Bios start-up, the CPU temp is being over-reported. If I run the PC for a while surfing the web or programming the CPU temp rises to 51. Am I right?

hows the temps in your room? if your room is a sauna that could be the issue.

My P4 idles around 45-49 and peak at 60.

I use to be anal about it going up a few points but i stopped caring really becasue there are hundreds of millions of P4s that seem to not have problems with this avarage temps ..

It could very well be a BIOS issues with the MB. Maybe try updating the BIOS to the latest version and get MBM5 (google it)and see what it reads.
