CPU temp of 64 C, brand new HSF

I just had the SVC GC-68 installed professionally and I just checked my CPU temp and it said it was this temp. I hadnt been doing intensive gaming, it was warcraft 3. I dont overclock at all either. Is there any way this could be false? Is there anything I could do voltage wise that would help? I have a Shuttle AK32 MB and a Athlon xp 1600+. Any help would be great.
 
Umm installed professionally? I think the guy was ripping you off. Did you use thermal paste? Tape? and make sure that he didn't put the cooler on backwards.
 
nope looks on right. The fan was alrdy attached to the HS, and it looks placed correctly. Should I call and ask if he used thermal paste?

It sounds like he used toothpaste.
 
I originally had a volcano 6 fan, but my temps were around 50 after gaming, which isnt bad nor good really. But now I have a better fan and it's 60+? I'm definitely gonna call tomorrow and ask if he used thermal paste or not. This is rediculous. My side of the case is even off, for better air flow.
