CPU temp goes when in BIOS??

I have a strange problem. I have an ABIT SE6 and a P3 733. I noticed that when I'm running windows 2k, my system and cpu temp at idle according to MBM5 is 38/32. When I reboot and enter BIOS and watch my system temp, the temp starts rising slowly until system/cpu temp is 46/48. What the heck is going on. An I missing something here? This also happens when I'm installing w2k in dos. Any insight would be appreciated.
 
Win2k has built in CPU halting instructions that it sends when your CPU isn't at 100% usage. When you're in the bios, these halting instructions are not being sent to the CPU, so in theory it's running at 100% and thus you have it running hotter. If you were to run intense applications within Win2k that used your CPU to 100%, you'd probably notice that the temps between Win2k and the bios are similar since in both cases they are the temp your CPU will reach when it's being worked at 100% usage.
