CPU Temp clarification

Have a Gig. ds3, e6400 oc'd to 2800mhz. The temp in the bios reads 44-45c idle. CoreTemp reads 50-51c idle. Question: Is the bios reading the outside area of the cpu and CoreTemp is reading the inside area of the cpu? Is The CoreTemp reading the one to be concerned with while oc'ing?
