CPU & System Fan constantly running, not throttling

Build is as follows

Board : Biostar P4M80-M4
CPU: P$ (getting info with cpuid)
Ram : Generic DDR3200 2x 512 (1Gb ttl)
Raidmax 380w PSU

CPU and System fan are constantly spinning never slowing down or speeding up. Seems like there both on 100% speed all the time. Even when I reboot the computer when the CPU fan would normally slow down briefly it's still going at 100%.

Can anyone help!!!

Your motherboard might not support throttling or you have it turned off in the BIOS.

there is no throttle setting already checked the BIOS and Biostars website.

then your motherboard does not support fan throttling.
